Sir Humphrey is still at large. Is the HS2 Consultation a sham?

Is the consultation a sham? Three factors suggest that the HS2 Consultation opened yesterday is a sham.

First, control of the consultation launch event was worthy of the KGB. Directors of the key HS2 opposition research group, HS2 Action Alliance and the Chairman of the AGAHST Federation, which co-ordinates 57 national and regional HS2 opposition organisations, had their registration withdrawn. In fact no-one from the opposition organisations were allowed to attend. Not surprisingly, BBC Midlands Today commented that most people at the launch seemed to be in favour of HS2.

Second, the public consultation road shows are more about communicating the Government view than listening to the public.

Third, the consultation itself is based round a series of highly leading questions (http://highspeedrail.dft.gov.uk/ ): “Do you agree that there is a strong case for enhancing the capacity and performance of Britain’s inter-city rail network to support economic growth over the coming decades?” Will anyone disagree with this? Even HS2 opposition groups stress the need to invest in rail, but with a focus on “the many rather than the few”. Sir Humphrey is still at large. The Market Research Society would not be happy.

Perhaps the whole exercise is to avoid a Judicial Review, but on this it may not be successful.
