How will Greengauge21 wish list be funded?

The pro-high speed rail pressure group Greengauge21 issued a report on 15 February ‘Capturing the benefits of HS2 on existing lines’, presenting a superficially attractive wish list of improved services everywhere on the existing rail network.

However this is not a statement of what will happen. The report makes no mention of the costs of these new services or how they will be funded. Obviously new services could be introduced now – if money were no object.

The reality is that additional services – with the costs that go with them – are not affordable, nor in most cases value for money. Already the HS2 debate has shifted, as the government have pulled back from discussion of specific carbon or economic benefits and into broader arguments about transformation.

As the debate intensifies in the lead up to public consultation, expect increasingly underhand tactics, as the pro-lobby broadens the debate and the anti-lobby tries to keep the focus on the economic case and alternatives, where HS2 is considered to be the weakest.
